Henry Black has over 20 years’ experience within the NHS finance function, with 10 of those operating at a very senior level. He has covered roles in both commissioning and provider organisations, including Deputy Director of Finance at a London Acute Hospital, before joining Tower Hamlets Clinical Commissioning Group as Chief Finance Officer (CFO) in May 2013. From the middle of 2016 Henry worked as the lead CFO for East London Health and Care Partnership covering all providers and commissioners in the North East London STP. He was formally appointed as CFO for all seven NEL CCGs in November 2018.
Henry is chair of the London Clinical Commissioning Council Chief Finance Officers’ group and joint chair of the national NHS Clinical Commissioners Finance Forum, a member of the NHSCC Board and a member of the NHS Confederation ICS Network Advisorate.
He has been substantive deputy Accountable Officer for north east London since 2018 and has deputised for the Accountable Officer on a regular basis. From April 2021 to April 2022 he acted into the role of CCG Accountable Officer and Integrated Care System Senior Responsible Officer.
